The publish job used an empty REGISTRY_TOKEN and github.actor as the twine username. Switch to the REGISTRY_USER/REGISTRY_TOKEN org secrets and tolerate already-exists conflicts so re-runs are idempotent. Adds workflow_dispatch for manual verification.
